What is the purpose of the 'Free site' tick box if (as I was told) admin has to uncheck all boxes in Admin->Payments->Access to areas to make it a free site?

Hi Guys, I am a total newbie to all this. I assume that the site admin (me) gets some notification that a new member has joined my site and his/her profile is awaiting approval. If this function is there, how do I activate it? If not then does a new member automatically go "live". (not goo...
